Garney previously served as vice president of STC. Keppler, who most recently served as senior vice president of member services at the Intermodal Association of North America, joined STC on June 1, 2021. Combined, Keppler and Garney will offer STC’s clients nearly 50 years of experience in trucking and transportation. While continuing to assist STC clients on issues related to carrier safety, government relations, and education and training, STC will now be able to tap into a new set of skills, contacts, and experiences that Keppler brings to STC, including enforcement, intermodal operations, and technology among others.

“Scopelitis Law Firm started our subsidiary STC when Firm clients expressed that the industry had a need not only for the Firm’s legal counsel but for consultants who could help in other parts of their business. And what STC has seen in the five years since its inception is that the demand is more than out there,” said Scopelitis, Gavin, Light, Hanson & Feary President and Managing Partner Greg Feary. “As STC enters this exciting next phase of its evolution, we have to remain responsive to what the industry tells us it needs. The experience that Dave, Sean, and Steve have means STC has the deepest bench of any transportation consulting team in the country and can remain nimble in an ever-changing industry.”

Prior to joining STC, Garney worked for NIC Federal, the government contractor that operates FMCSA’s pre-employment screening program. Before that, Garney served as director of safety policy for the American Trucking Associations, where he worked to improve federal rules and programs, to advance legislation focused on motor carrier safety, and helped reduce carrier compliance costs. He has served as an industry expert on topics ranging from Hours of Service, Electronic Logging Devices, and the FMCSA’s Compliance, Safety and Accountability program. Keppler started his 29-year transportation career with the Federal Motor Carrier Safety Administration, where he served in various regulatory, research and policy development positions. Keppler spent 15 years with the Commercial Motor Vehicle Safety Alliance, the last six of which he served as the group’s executive director. He comes to STC from the Intermodal Association of North America, where he served as senior vice president of member services.

“Steve’s knowledge, industry and enforcement experience, and passion for transportation safety make him the perfect addition to the STC team. I look forward to working with him and Sean as I step back into a consulting role and then, eventually, retirement,” said Osiecki. “I have loved every minute of the work it took to build STC into the most respected transportation consulting agency in the industry. I’m now able to look forward to spending more time with my family after a long career in an industry I love because I am confident that STC is in the hands of two of the best in the business,” said STC President Emeritus Dave Osiecki.
