STC President and CEO Dave Osiecki told FreightWaves that the industry can expect some marginal driver capacity challenges as drivers seek to complete the required return-to-duty process following a positive drug or alcohol test. The new Drug and Alcohol Clearinghouse, scheduled to be implemented in January 2020, will help motor carriers identify drivers who aren’t eligible to operate a commercial motor vehicle before they are hired.
